Biden Signs Offshore Drilling Ban, Trump Vows Reversal

President Joe Biden signed an executive order on January 6 banning offshore oil and gas exploration along U.S. coastal waters, prompting criticism from President-elect Donald Trump, who vowed to reverse the decision.

"As the climate crisis continues to threaten communities across America and as we transition to a clean energy economy, it is time to protect these coasts for future generations," President Biden announced.

The offshore drilling ban applies to the entire Atlantic coastline, the eastern Gulf of Mexico, the Pacific coastline off California, Oregon, and Washington, as well as portions of the Bering Sea off Alaska. The White House stated that the order protects 253 million acres of U.S. waters.

"The potential yield from fossil fuels in these areas is relatively low and does not justify the environmental, public health, and economic risks associated with new leasing and exploration activities," Biden explained.

President-elect Trump, who has pledged to significantly boost fossil fuel production, criticized the ban as "ridiculous."
"I will reverse that ban immediately. I have the authority to do so," Trump declared.

However, Biden's order, which has no expiration date, could pose significant legal and political hurdles for Trump should he attempt to overturn it.

The order is grounded in the Outer Continental Shelf Lands Act of 1953, which grants the federal government authority over offshore resource management. The law does not explicitly state whether a sitting president can unilaterally reverse such bans without congressional approval.

Karoline Leavitt, Trump's incoming press secretary, called Biden's decision "shameful" and accused him of obstructing Trump’s commitment to expanding oil drilling and lowering gas prices.

Environmental advocacy groups, however, praised Biden’s move, describing it as a "major victory for the oceans."

Last month, the Biden administration also set a target to reduce greenhouse gas emissions by 61–66% by 2035 compared to 2005 levels, with the aim of achieving net-zero emissions by 2050.
