President Putin Approves Comprehensive Strategic Partnership Treaty with North Korea

President Vladimir Putin has approved the Comprehensive Strategic Partnership Treaty between Russia and North Korea, a document enabling mutual support between the two nations in the event of an attack.

According to documents published on the Russian government’s website on November 9, President Putin signed off on the Comprehensive Strategic Partnership Treaty between Russia and North Korea. This marks the final step in the approval process in Russia after the treaty was ratified by the Federation Council and the State Duma on November 6 and October 24, respectively.

The Comprehensive Strategic Partnership Treaty between Russia and North Korea was signed by the leaders of both countries during President Putin’s visit to Pyongyang in June. The Kremlin submitted the document to the State Duma for consideration on October 14. According to the TASS news agency, the treaty will take effect indefinitely from the moment the two countries exchange ratified documents, replacing the Treaty of Friendship, Good-Neighborliness, and Cooperation signed by Russia and North Korea on February 9, 2000.

The preamble of the treaty states that it aims to serve the fundamental interests of the peoples of Russia and North Korea, while "contributing to the maintenance of global and regional peace, security, and stability." One of its clauses stipulates that if either country is attacked, the other will immediately provide military and other assistance in accordance with Article 51 of the United Nations Charter.

The treaty seeks to develop Russia-North Korea relations based on the principles of respecting each other's national sovereignty and territorial integrity, equality, and non-interference in internal affairs. Supporting documents emphasize that the treaty is "entirely peaceful and defensive in nature, not intended to target any third country or threaten peace and stability."

The two sides also agreed to cooperate in the fields of energy and food security, information technology, communication, and healthcare. Bilateral cooperation will also be expanded in trade, economy, investment, science, and technology.

Russia and North Korea share a land border and historical ties dating back to the Soviet era. President Putin visited North Korea in 2000, shortly after assuming office, to meet with then-leader Kim Jong-il.

The two nations have drawn closer since Russia launched its campaign in Ukraine in early 2022. North Korean leader Kim Jong-un has referred to President Putin as his "closest friend."
