Trump Envoys Meet With European Leaders in Paris to Discuss Ukraine Peace Path

U.S. Secretary of State Marco Rubio and White House envoy Steve Witkoff traveled to Paris this week for high-level talks with European and Ukrainian officials on the future of Ukraine and potential steps toward ending the war.

“This is a critically important discussion,” French President Emmanuel Macron said on April 17 as he hosted Rubio and Witkoff at the Élysée Palace. “I believe everyone here wants a secure and lasting peace.”

Ukrainian Presidential Chief of Staff Andriy Yermak, Foreign Minister Andriy Sybiga, and Defense Minister Rustem Umerov also attended the talks in Paris. Senior national security officials from the United Kingdom and Germany were present as well.

Observers say this is the first substantial, direct round of peace-focused diplomacy involving both the U.S. and its European partners under the Trump administration’s renewed initiative.

Posting on X, Secretary Rubio stated that his trip to Paris was made “with the sole objective of finding realistic, workable solutions to end the Russia–Ukraine conflict.”

The Russian government described the meeting as an opportunity for Witkoff—who met with President Vladimir Putin last week—to update European leaders on ongoing peace discussions. According to the U.S. State Department, a preliminary framework for a peace agreement presented by Washington was “encouragingly received” by European officials.

“President Donald Trump and the United States have shared a draft proposal for a lasting and sustainable peace with all parties,” said State Department spokesperson Tammy Bruce. “The positive reception in Paris shows that peace is possible—if everyone commits to reaching an agreement.”

Bruce also confirmed that Secretary Rubio spoke by phone with Russian Foreign Minister Sergey Lavrov to deliver Trump’s message that the U.S. is serious about ending the conflict.

“The world is now waiting to see if Russia is equally serious,” Bruce said at a press briefing on April 17.

According to the Russian Foreign Ministry, Lavrov told Rubio that Moscow remains open to cooperation aimed at “eliminating the root causes of the Ukraine conflict” and would stay in contact.
