Trump Says Tariff Deals Possible With All Countries, But China 'Not Ready'

President Donald Trump said on April 9 that the United States is open to reaching tariff agreements with all trade partners, including China, but claimed that Beijing is “not ready” to make a deal.

“A deal can be made with China and with every country. However, the leadership in China doesn’t yet understand how to get it done,” Trump said at the White House, emphasizing his desire for “a fair deal.”

His remarks came about half a day after a sweeping set of retaliatory tariffs—initiated by Trump—officially took effect, targeting 180 U.S. trading partners. Roughly six hours after China responded with its own tariffs on 84% of U.S. goods, Trump announced a 90-day delay on tariff hikes for most global economies, maintaining a general 10% rate. However, he immediately raised tariffs on Chinese goods to 125%, citing what he described as China’s “disrespect for global markets.”

According to the World Trade Organization (WTO), the escalating tariff war between the world’s two largest economies could reduce global goods trade volume by as much as 80%.

“The tit-for-tat approach between these two economic giants, which together account for about 3% of global trade, could have widespread consequences and seriously damage the global economic outlook,” the WTO warned. It added that dividing the global economy into two competing blocs could result in a long-term drop in real global GDP of nearly 7%.

Trump’s retaliatory tariff policy, first announced earlier this month, officially took effect on April 9 with rates ranging from 11% to 84% on imports from major trading partners. The sweeping move sent shockwaves through global markets and drew widespread criticism from world leaders, many of whom called the policy excessive and unjustified.

Jake Colvin, president of the National Foreign Trade Council, welcomed the 90-day pause as a smart move that could help soften the immediate blow. Still, he warned that it’s too soon to celebrate, noting that the 10% tariffs remain in place for most countries, and much higher duties are now targeting Chinese goods, including steel, aluminum, and automobiles.

“Higher tariffs could still be coming,” Colvin said.
