Trump Urges Action Over “Empty Talk” in Ukraine Peace Talks

President Donald Trump said peace negotiations over the Russia-Ukraine conflict may be moving in the right direction, but warned that real progress will require more than words.

“I think talks between Russia and Ukraine could be going well, and you’ll likely hear more soon. But there comes a time when you have to stop talking and start doing,” Trump told reporters aboard Air Force One on April 12. “We’ll see what happens, but I believe things are headed in a positive direction.”

His comments followed a sharper message the day before, when Trump expressed frustration with Moscow and called for immediate steps toward a deal.

“Russia needs to act quickly. Too many people are dying—thousands each week—in a terrible, senseless war. This conflict never should’ve happened, and wouldn’t have if I had been president,” Trump posted on Truth Social on April 11.

That same day, Trump’s special envoy Steve Witkoff met with Russian President Vladimir Putin to discuss potential pathways to end the war. White House spokesperson Karoline Leavitt described the meeting as “the next step” toward negotiating a ceasefire and, ultimately, a peace agreement.

“President Trump has made it clear he’s frustrated with both sides and wants to see fighting come to an end,” Leavitt said. “The U.S. has leverage at the table—and we’re going to use it.”

Russian Foreign Minister Sergei Lavrov also weighed in on April 11, praising Trump for having what he called a more realistic view of the war than other Western leaders.

“When it comes to any conflict, including Ukraine, lasting peace can only come by addressing the root causes,” Lavrov said. “President Trump is the first—and so far only—Western leader to repeatedly say that pushing Ukraine into NATO was a mistake. That’s one of the main reasons this war began, and we’ve said that many times.”

Lavrov added that Russia has held back from targeting Ukraine’s energy infrastructure, accusing Kyiv of violating a U.S.-brokered deal by attacking Russian energy facilities “almost daily.” Ukraine has issued similar accusations against Russia since both sides agreed to avoid striking energy infrastructure earlier this year.

While Trump has ramped up efforts to broker peace, a full ceasefire has yet to be reached. So far, only limited agreements—such as halting attacks on energy systems and avoiding escalation in the Black Sea—have materialized.
