U.S. Announces Final Aid Package for Ukraine Under Biden Administration

The United States has unveiled a $500 million military aid package for Ukraine, marking the final tranche of assistance to Kyiv under President Joe Biden.

"I am announcing an additional $500 million aid package for Ukraine, which includes missiles for air defense systems, air-to-ground weapons, and equipment to support the F-16 fighter jet fleet," U.S. Defense Secretary Lloyd Austin said on January 9 during a meeting of the Ukraine Defense Contact Group (UDCG) in Germany.

This package is the last installment of military support provided by the Biden administration and comes just ten days before President-elect Donald Trump takes office. The aid will be delivered under the Presidential Drawdown Authority (PDA), a mechanism that allows the U.S. government to transfer weapons directly from its stockpiles to allies in urgent need without requiring congressional approval.

Pentagon officials previously told Reuters that it would not be possible to allocate all remaining PDA funds for Ukraine before Trump’s inauguration. "More than $2 billion will still be available under PDA after January 20," an official said.

During the UDCG meeting, Ukrainian President Volodymyr Zelensky urged allies to consider deploying troops to Ukraine, describing it as "one of the most effective ways to push Russia toward peace." He did not specify whether Western forces would engage in combat or focus on peacekeeping missions.

President Biden had initially planned to meet Zelensky in Italy on January 10. However, the White House announced on January 8 that Biden had canceled the meeting to focus on monitoring wildfires in California.

The U.S. has been Ukraine's largest supporter since the outbreak of the conflict, committing $175 billion in aid. Of this, Ukraine has received $106 billion directly, including $69.8 billion in military aid, $33.3 billion in financial assistance, and $2.8 billion in humanitarian support. The remaining funds were allocated for related U.S. activities and regional assistance.

President-elect Trump has repeatedly criticized the scale of U.S. aid to Ukraine and pledged to end the Russia-Ukraine conflict within 24 hours of taking office, though he has not provided specific details on how he plans to achieve this. His stance has raised concerns about potential cuts to U.S. support for Ukraine after the Biden administration ends.
